1. A computer implemented method for providing commercials to an audience, wherein all steps are performed by the computer, the computer comprising a processor, a memory device and control logic stored therein, said method comprising:
- presenting a user with a publicly accessible website for managing a plurality of versions of commercials over the Internet, wherein the user is authorized to access features associated with the website by inputting at least one of a user name and a password;
in response to determining that the user is authorized to access the features associated with the website, presenting a plurality of advertisement campaigns to a user through the website, each advertising campaign comprising a plurality of filled video segment slots, each filled segment slot comprising a media segment and arranged at a specific time point within said advertisement campaign, each of the media segments comprising a portion of an advertisement;
in response to receiving a campaign selection input, presenting the user with a first set of criteria associated with the selected advertisement campaign, the first set of criteria comprising a plurality of criterions;
receiving a first criterion selection from the user, the first criterion identifying a target demographic;
accessing a library of media segments stored in the memory device, each media segment associated with metadata defining the media segment;
transmitting the first criterion selection to an assembly component;
searching the memory device for media segments having metadata correlating with the first criterion selection;
retrieving at least one correlating media segment from the memory device;
replacing a filled video segment slot with the correlating media segment in the advertisement campaign, thereby generating a completed commercial;
presenting a list of content providers on the website, wherein each content provider is selectable by the user;
in response to user selecting at least one content provider, presenting delivery options that correspond to the completed commercial to the user, wherein the delivery options include at least one of a delivery format, a delivery address, playback options, and a chargeback number; and
transmitting the completed commercial to at least one content provider in accordance with the delivery options selected by the user.

12. A non-transitory computer-readable medium having computer-readable instructions stored therein which, when executed by the computer, causes the computer to implement a method for tracking commercials provided to an audience by a content provider comprising:

presenting a user with a publicly accessible website for managing a plurality of versions of commercials over the Internet, wherein the user is authorized to access features associated with the website by inputting at least one of a user name and a password; in response to determining that the user is authorized to access the features associated with the website, presenting a plurality of advertisement campaigns to a user through the website, each advertising campaign comprising a plurality of filled video segment slots, each filled segment slot comprising a media segment and arranged at a specific time point within said advertisement campaign, each of the media segments comprising a portion of an advertisement; in response to receiving a campaign selection input, presenting the user with a first set of criteria associated with the selected advertisement campaign, the first set of criteria comprising a plurality of criterions; receiving a first criterion selection from the user, the first criterion identifying a target demographic; accessing a library of media segments stored in the memory device, each media segment associated with metadata defining the media segment; transmitting the first criterion selection to an assembly component; searching the memory device for media segments having metadata correlating with the first criterion selection; retrieving at least one correlating media segment from the memory device; replacing a filled video segment slot with the correlating media segment in the advertisement campaign, thereby generating a completed commercial; presenting a list of content providers on the website, wherein each content provider is selectable by the user; in response to user selecting at least one content provider, presenting delivery options that correspond to the completed commercial to the user, wherein the delivery options include at least one of a delivery format, a delivery address, playback options, and a chargeback number; and transmitting the completed commercial to at least one content provider in accordance with the delivery options selected by the user.
