1. A method for dynamic resource allocation in a Radio Resource Control (RRC) layer comprising:
- using a resource control profile to define radio resource allocation and state-transitions for a user equipment (UE);
during operation of the UE, modifying the radio resource allocation or state-transitions defined by the resource control profile based on information associated with the UE, the information being a parameter specified by the UE; and
comparing the specified parameter with any previously received parameter from the UE, each parameter having a different transition profile with a transition period from an RRC state associated therewith,wherein the modifying step includes selecting the transition profile based on the parameter having the longest transition period.
