1. An adaptive plasma optics cell comprising:

  • a housing defining a chamber;

    a gas disposed within the housing chamber;

    a first electrode layer coupled to a first side of the housing;

    a second electrode layer coupled to a second side of the housing such that the housing chamber is at least partially disposed between the first and second electrode layers;

    a dielectric layer coupled between the first and second electrode layer;

    a power supply coupled to each of the first and second electrode layers and adapted to supply an electric signal sufficient to cause the gas to generate a plasma having a first plasma gradient; and

    a controller coupled to the power supply and adapted to adjust the electric signal supplied between the first and second electrode layers to cause the gas to generate a plasma having a second plasma gradient different than the first plasma gradient,wherein when a light passes through the generated plasma, the first plasma gradient causes the light to refract at a first angle, and the second plasma gradient causes the light to refract at a second angle.
