1. A method of determining whether to restrict a communication session based on an access terminal'"'"'s location within a wireless communications system, comprising:

  • obtaining a location associated with a given access terminal that is attempting to participate in a given communication service;

    obtaining a priority level associated with the given access terminal for the given communication service;

    determining whether the obtained location satisfies a given relationship with a defined location region;

    determining a given level of service restriction for the given access terminal'"'"'s participation in the given communication service based on whether the obtained location satisfies the given relationship and the obtained priority level, wherein (i) the given level of service restriction is Internet Protocol (IP) multicast if the obtained location satisfies the given relationship and the obtained priority level is not above a threshold, (ii) the given level of service restriction is IP unicast if the obtained location does not satisfy the given relationship and the obtained priority level is above the threshold and (iii) the given level of service restriction blocks the given communication service altogether or provides reduced quality IP unicast if the obtained location does not satisfy the given relationship and the obtained priority level is not above the threshold; and

    restricting the given access terminal'"'"'s participation in the given communication service based on the given level of service restriction.
