1. An access control manager for allocating access to a wireless network, the access control manager comprising:

  • an access request queue;

    a processor; and

    a memory storing computer-executable instructions that, when executed by the processor, cause the processor to perform operations comprisingreceiving, from a device, a first request for transmission of a first communication over the wireless network and a first priority associated with the first communication,determining that access to the wireless network at the first priority is available;

    in response to determining that access to the wireless network at the first priority is available, providing authorization to the device to transmit the first communication,after providing authorization to transmit the first communication and after transmission of a portion of the first communication, determining that access to the wireless network at the first priority is unavailable,registering the first request from the device with the access request queue,storing, at the access request queue, the first priority associated with the first communication of the first request and identification information associated with the device,determining that access to the wireless network at the first priority has been unavailable for an amount of time, andin response to determining that access to the wireless network at the first priority has been unavailable for the amount of time, providing a warning message that access to the wireless network at the first priority is unavailable.
