1. A network management system method of controlling the transmission of at least some data packets from a first network to a network external to the first network, the method comprising:

  • receiving at the network management system a request originating from a computer in association with the first network for access to a destination address external to the first network;

    determining whether the computer is authorized to access the destination address associated with the request;

    transmitting one or more packets to the computer by the network management system, said one or more packets configured to direct the computer to one or more graphical user interfaces configured to provide a user-selectable option amongst two or more available connection speeds;

    receiving, at the network management system, an indication corresponding to a user'"'"'s selection of a selected connection speed from said two or more available connection speeds;

    receiving a packet at the network management system, said packet originating from the computer, and said packet having a destination address external to the first network; and

    delaying transmission of the received packet based at least in part on the received indication corresponding to the user'"'"'s selection of the selected connection speed from said two or more available connection speeds.
