1. A vehicle data collection and evaluation system comprising:

  • a mobile device comprising;

    a locator;

    a time marker;

    a first memory;

    a wireless receiver and wireless transmitter; and

    a first processor;

    wherein the mobile device is configured to;

    collect driving representative data,time mark the driving representative data at intervals of up to about two seconds using the time marker,store time marked driving representative data in the first memory, andwirelessly transmit the time marked driving representative data;

    wherein the time marked driving representative data comprises at least one of (i) time marked location data, and (ii) time marked speed data; and

    a driving evaluator comprising;

    a second processor;

    a receiver and transmitter; and

    a second memory unit;

    wherein the driving evaluator is configured to;

    receive the time marked driving representative data transmitted by the mobile device, anddetermine vehicle acceleration by using the time marked driving representative data to;

    identify elapsed time between at least two data points from the time marked driving representative data,determine a change in speed between the at least two data points, andcalculate the vehicle acceleration between the at least two data points based on the change in speed, anddetermine a driver safety rating using the determined vehicle acceleration.
