1. An image decoding method of decoding encoded data per unit from among units that are included in a picture, the image decoding method comprising:
- decoding, from a bitstream including the encoded data, a first flag indicating whether a removal time of the encoded data from a buffer by a hypothetical decoder is set per unit, the buffer being for storing the encoded data;
decoding, from the bitstream, a second flag indicating whether an interval between removal times of the units is one of constant and arbitrary when the removal times are set per unit;
removing the encoded data from the buffer at the removal time; and
decoding the removed encoded data,wherein the bitstream includes a transport stream and a descriptor, andthe second flag is decoded from the descriptor.

Abstract
An image decoding method of decoding units that are included in a picture is provided. The image decoding method decodes a first flag which indicates whether a removal time of encoded data from a buffer by a hypothetical decoder is set per unit. The buffer is for storing the encoded data. The image decoding method further decodes a second flag indicating whether an interval between removal times of the units is one of constant nd arbitrary when the removal times are set per unit. The image decoding method removes the encoded data from the buffer at the removal time, and decodes the removed encoded data.

a first flag decoder configured to decode, from a bitstream including the encoded data, a first flag indicating whether a removal time of the encoded data from a buffer by a hypothetical decoder is set per unit, the buffer being for storing the encoded data; a second flag decoder configured to decode, from the bitstream, a second flag indicating whether an interval between removal times of the units is one of constant and arbitrary when the removal times are set per unit; a remover configured to remove the encoded data from the buffer at the removal time; and a decoder configured to decode the removed encoded data, wherein the bitstream includes a transport stream and a descriptor, and the second flag is decoded from the descriptor.

control circuitry; and storage accessible to the control circuitry, wherein the control circuitry executes; decoding, from a bitstream including the encoded data, a first flag indicating whether a removal time of the encoded data from a buffer by a hypothetical decoder is set per unit, the buffer being for storing the encoded data; decoding, from the bitstream, a second flag indicating whether an interval between removal times of the units is one of constant and arbitrary when the removal times are set per unit; removing the encoded data from the buffer at the removal time; and decoding the removed encoded data, the bitstream includes a transport stream and a descriptor, and the second flag is decoded from the descriptor.
