1. An apparatus for spectrum management, comprising:

  • a spectral analysis receiver;

    a location receiver;

    a memory;

    a display; and

    a processor coupled to the spectral analysis receiver, the location receiver, the memory, and the display, wherein the processor is configured with processor-executable instructions to perform operations comprising;

    receiving a location input from the location receiver;

    determining a location of the spectrum management device based on the location input;

    receiving spectrum measurements for spectrum input up to 60 GHz from the spectral analysis receiver;

    determining a time associated with the spectrum measurements;

    converting the spectrum measurements into spectral representation data;

    analyzing the spectral representation data to identify a signal above a power threshold;

    computing frequency differences and phase differences for multiple instances of the identified signal based on the spectral representation data;

    determining a frequency difference of arrival for the identified signal based on the frequency differences and phase differences;

    determining a signal parameter of the identified signal based on the spectral representation data;

    determining a modulation type of the identified signal based on the spectral representation data;

    determining a protocol of the identified signal based on the spectral representation data;

    determining a symbol rate of the identified signal based on the spectral representation data;

    measuring a time difference of arrival of the identified signal;

    locating a signal-emitting device from which the identified signal is emitted based on the time difference of arrival of the identified signal;

    predicting possible movement and future location and operation of the signal-emitting device based on the signal parameter, the modulation type, the protocol, the symbol rate, the time difference of arrival of the identified signal, the frequency difference of arrival for the identified signal, and the location of the signal-emitting device;

    including a Bayesian filter to determine an average change in variation for the time difference of arrival of the identified signal and/or frequency difference of arrival for the identified signal to detect and predict movement of the signal-emitting device;

    storing the signal parameter, the modulation type, the protocol, the symbol rate, the location of the spectrum management device, and the time associated with the spectrum measurements in a history database in the memory; and

    displaying, on the display, points of interest where the identified signal is expected to be emanating from.
