1. A method, comprising:

  • receiving an allocation of at least one semi-persistent resource for a time when a device is in an idle state; and

    using the at least one semi-persistent resource for data transmission when the device is in the idle state,wherein when the device is determined to be in a static position with respect to a cell, and while the device is associated with an access point of the cell, the semi-persistent resource is used for the data transmission, andwherein when the device is determined to be moving in the cell, and while the device is associated with the access point of the cell, data is transmitted from the device in a message of a random access procedure.
