1. A method comprising:

  • sorting, by a user equipment, uplink control information (UCI) of a quantity X downlink carriers according to a preset sorting rule, wherein X is a positive integer, wherein the X downlink carriers belong to a downlink component carrier set of the user equipment, wherein the downlink component carrier set of the user equipment comprises at least two downlink component carriers, and wherein at least one downlink carrier in the X downlink carriers belongs to a downlink activated carrier set of the user equipment;

    calculating, by the user equipment, a number of modulation symbols occupied by the UCI according to a first carrier set, wherein the first carrier set is the downlink component carrier set of the user equipment;

    calculating, by the user equipment, a number of bits generated by channel coding the UCI according to the number of modulation symbols occupied by the UCI;

    performing, by the user equipment, the channel coding for the sorted UCI of the X downlink carriers according to the number of bits generated by channel coding the UCI;

    mapping, by the user equipment, the channel coded UCI of the X downlink carriers to a physical channel; and

    transmitting, by the user equipment, the mapped UCI of the X downlink carriers to a base station.
