1. A method comprising:

  • accessing, by a computer system, data describing a water allocation credit reserved for a first user;

    determining, by the computer system, a used amount of the water allocation credit that has been used by the first user, wherein determining includes measuring the used amount via a pump, flow meter or a flow monitor;

    determining actual crop characteristic data by performing tests on sampled crops grown by the first user using the used amount of the water allocation credit;

    measuring by an optical reflectivity sensor, optical reflectivity data for the crops grown by the first user using the used amount of the water allocation credit to determine a normalized difference vegetative index map;

    accessing, by the computer system, a set of agricultural data for the first user, the set of agricultural data including soil composition data, weather data, and the actual crop characteristic data;

    generating, by the computer system, a predicted amount of the water allocation credit that will be used by the first user, wherein generating the predicted amount includes using the set of agricultural data including the actual crop characteristic data and the normalized difference vegetative index map;

    determining, by the computer system, an unused amount of the water allocation credit that will not be used by the first user, wherein determining the unused amount includes using the used amount of the water allocation credit and the predicted amount of the water allocation credit;

    determining, by the computer system, a subset of the unused amount of the water allocation credit that is advised to be sold, wherein determining the subset of the unused amount of the water allocation credit includes using the predicted amount of the water allocation credit and performing an analysis of a crop yield of the first user based on the predicted amount of the water allocation credit, the set of agricultural data including the actual crop characteristic data, and the normalized difference vegetative index map; and

    transmitting, by the computer system, a report to a remote computer system associated with the first user, wherein the report identifies the subset of the unused amount of the water allocation credit that is advised to be sold.
