    Internal torque spring (4) is sleeved on the mandrel (3);

    Outer torsion spring (6) is sleeved on the internal torque spring (4), and retainer (5) is sleeved on the mandrel (3), and retainer (5) is with belt pulley (1) interference fit or pass through splined;

    Retainer (5) is through axial limiting spare (8) axial limiting;
