A copolymer composition comprising a telomer copolymer of acrylic and methacrylic acid and/or salts thereof having phosphorus-containing acid groups, the telomer copolymer having a weight average molecular weight (Mw) of up to 20,000, the telomer copolymer having, on average, (i)19 to 74 wt.% copolymerized residues of methacrylic acid, methacrylic anhydride or salts thereof, (ii)1 to 20 wt.% phosphorus-containing acid groups selected from hypophosphite, phosphite, alkylphosphinate, alkylphosphonate, dialkylphosphinate, and mixtures thereof, (iii)0 to 20 wt.% copolymerized residues of a third vinyl monomer, and (iv)25 to 80 wt.% copolymerized residues of acrylic acid, acrylic anhydride or salts thereof, the weight percentages of all monomers and reactants forming phosphorus-containing acid groups being in the ranges for preparing the telomer copolymer Wherein the telomer copolymer comprises at least one copolymerized residue of propylene (-CH2-CH (CH3) -), based on the total weight of the reactants.
