- a transmitter with a data transmission rate determined, at least in part, by output power from an electrical power source that is available to the transmitter,where the transmitter in operation minimizes a ratio of peak-to-average power consumption of available output power from the electrical power source used in transmitting data in order to maximize energy consumption of the available output power from the electrical power source per unit time andwhere responsive to a determined present power sourcing ability of the electrical power source the transmitter is operable to draw from the electrical power source no more power than the present power sourcing ability of the electrical power source.

17. A wireless transmitting system, comprising:
