1. A site-specific access management system to control entry of a person, livestock, or object to a bordered secure site comprising:
- a communications and scanning device connected to a network, wherein said device is operable to scan data and ascertain a present location thereof;
at least one identifier datum, wherein said datum is accessed by said device;
an application server connected to said network; and
a database storing rules the site administrator establishes for legitimate presence at the site including permission to be in the site, said database accessed by an application program, said database storing uploaded information relating to the identification of personnel and rules of various locations, said application program running on said application server to compare said datum with information in said database to determine if said person, livestock, or object is compliant with the rules the site administrator establishes for legitimate presence at the site including permission to be in the site, said device actively authorized by comparison to said database upon initiation of each use to allow entry to the bordered secure site when said datum compares favorably with information in said database.

Abstract
A system for ensuring access management of a given site by providing integrated and comprehensive assessment of persons, livestock or objects that are given access to the site. The system includes a database of information about the site and potential accessors, a communication and scanning device to collect, retrieve and facilitate communication between the site as well as an administrator console. This system is flexible enough to maintain current information about the persons, livestock or objects requesting access to the site and communicating those results to the device user in real time. The system is further enabled through the Internet and the World Wide Web.

24. A process for verifying site compliance comprising:

collecting information at said site, said information being at least one of;
an identifier datum about a particular person, livestock or object, and the present location of a communication and scanning device;transmitting said information with said communication and scanning device; verifying the authorization of said communication and scanning device transmitting said information by querying a remote database, said database storing rules for legitimate presence at each of a plurality of sites including permission to be in a particular one of said plurality of sites; saving said information in said remote database; extracting said rules specific to said site from said database; comparing said datum to said rules to verify compliance of said particular person, livestock, or object with respect to said site in which entry is desired; and signaling said device with a comparison result. - View Dependent Claims (25, 26, 27, 28)
