1. A site-specific access management system to control entry of a person, livestock, or object to a bordered secure site comprising:

  • a communications and scanning device connected to a network, wherein said device is operable to scan data and ascertain a present location thereof;

    at least one identifier datum, wherein said datum is accessed by said device;

    an application server connected to said network; and

    a database storing rules the site administrator establishes for legitimate presence at the site including permission to be in the site, said database accessed by an application program, said database storing uploaded information relating to the identification of personnel and rules of various locations, said application program running on said application server to compare said datum with information in said database to determine if said person, livestock, or object is compliant with the rules the site administrator establishes for legitimate presence at the site including permission to be in the site, said device actively authorized by comparison to said database upon initiation of each use to allow entry to the bordered secure site when said datum compares favorably with information in said database.
