Abstract

The interoperable healthcare data exchange platform seamlessly links a plurality of disparate, remote applications generally representing provider systems containing electronic health records (EHRs) to enable the real-time collection, processing and centralized storage of health records at a data store, along with enabling controlled access to the centralized storage. The central health records data store receives, in real time, substantially complete electronic medical data input from multiple, disparate providers and sources of health records. The platform enable semantic normalization of the health records by converting the data in the health records to standardized message formats using a data conversion engine and mapping the converted data to standard terminologies using mapping products.

Claims

1. An interoperable healthcare data exchange platform for gathering health records from a plurality of disparate locations, the platform comprising:

a message handling service to request and receive the health records in real time, wherein the message handling service converts the health records to a standard protocol;

a mapping engine that receives the converted health records and maps the converted health records to a standard heath terminology;

a data store for receiving and storing the mapped, converted health records, wherein the data store stores the mapped, converted health records using the standard protocol and the standard heath terminology; and

a information governance application for providing controlled access to the data store.

2. A distributed computer system for collection health records from a health care provider, the system comprising:

a first database comprising said health records associated with said health care provider;

a records extraction system connected to the first database, the records extraction system comprising;

an extraction module configured to copy selected health records, translate the selected health records into a pre-specified format, store the translated health records in a single file, encrypt the file using a pre-specified encryption scheme, and transmit the encrypted file across a network,

a data collection server, wherein the data collection server receives the encrypted file, decrypts the encrypted file using the pre-specified encryption scheme, and translates the file into an internal data storage format, and

an extraction database for temporarily storing the translated health care data records; and

a central storage system connected to the records extraction system for receiving and scoring the stored health care review data records from the extraction database.

The distributed computer system of claim 2, wherein the records extraction system is adapted to receive an approval signal from the health care provider, and the records extraction system does not forward stored health care review data records to the central storage system until the records extraction system receives the approval signal from the health care provider.

4. The distributed computer system of claim 2, wherein the extraction module is further configured to certify the selected health records.

5. The distributed computer system of claim 4, wherein the certifying of the selected health records by the extraction module comprises verifying that the health records conform with a desired format.

6. The distributed computer system of claim 4, wherein the certifying of the selected health records by the extraction module comprises searching the health records for pre-specified data, and rejecting health records containing said pre-specified data.

7. The distributed computer system of claim 2, wherein the extraction module operates in batch mode to collect the health records periodically.

8. The distributed computer system of claim 2, wherein the extraction module operates in real time to collect the health records when updated.

9. The distributed computer system of claim 2, wherein the healthcare provider is a first healthcare provider, and wherein the distributed computer system further comprises a second database comprising health records associated with a second health care provider, wherein the records extraction system is connected to both the first and the second databases, and wherein the central storage system receives and scores the translated health care data records for both the first and the second health care providers.

10. The distributed computer system of claim 9, wherein the first databases stores health records in a first format and the second databases stores health records in a second format.

11. The distributed computer system of claim 2, wherein the extraction module pseudonymizes the health records.

12. The distributed computer system of claim 2, wherein the central storage system comprises a directory of patients associated with said stored translated health care records.

13. A health records collection method comprising:

providing a first database comprising health records;

extracting said health records, said extracting step comprising copying selected health records, translating the selected health records into a pre-specified XML format, storing the translated health records in a single XML file, encrypting the XML file using a pre-specified encryption scheme, and transmitting the encrypted XML file across a network to a data collection server;

said data collection server decrypting the encrypted XML file using the pre-specified encryption scheme and translating the XML file into an internal data storage format comprising health care review data records;

transmitting the translated health care data records to a central storage system for storing the translated health care data records.

14. The health records collection method of claim 13, further comprising receiving an approval signal from the health care provider, wherein the translated health care data records are not forwarded to the central storage system until the approval signal from the health care provider is received.

15. The health records collection method of claim 13, further comprising the step of certifying the selected health records.

16. The health records collection method of claim 15, wherein the certifying of the selected health records comprises verifying that the health records conform with a desired format.

17. The health records collection method of claim 15, wherein the certifying of the selected health records comprises searching the health records for pre-specified data, and rejecting health records containing said pre-specified data.

18. The health records collection method of claim 13, wherein the health records are collected periodically.

19. The health records collection method of claim 13, wherein the health records are collected automatically when updated.

20. The health records collection method of claim 13, wherein the pre-specified XML format is HL7.

21. The health records collection method of claim 13, wherein the extracting of said health records is performed by an interface adapter residing proximate to the first database.

22. The health records collection method of claim 13, wherein the first database comprises first health records, wherein the method further comprises the step of providing a second database comprising second health records, wherein the step of extracting said health records comprises extracting said first and said second health records, and wherein the central storage system receives and scores the translated health care data records for both the first and the second health care records.

23. The health records collection method of claim 24, wherein the first databases stores the first health records in a first format and the second databases stores the second health records in a second format.

24. The health records collection method of claim 13, further comprising the step of pseudonymizing the health records.

25. The health records collection method of claim 13, wherein the central storage system comprises a directory of patients associated with said stored translated health care records.

26. The health records collection method of claim 13, further comprising the step of registering providers with secondary use system.

27. A national health records collection system comprising plurality of electronic health records systems (EHR);

a message handling service a implemented on plurality of networked computers connected to said EHRs, wherein each of the EHRs sends associated health records to the message handling service, wherein the message handling service comprises a transformation and normalization system attached to said electronic health records systems to take data from plurality of EHRs and normalizes for storage in a central database.

28. The national health records collection system of claim 27, wherein the central database comprises a terminology mapping database.

29. The national health records collection system of claim 27, wherein the central database comprises a provider database.

30. The national health records collection system of claim 27 wherein the message handling service comprises plurality of interface adapters for translating individual EHR data into standard format.

31. The national health records collection system of claim 30, wherein the standard format is XML.

32. The national health records collection system of claim 31, wherein the standard format is HL7.

33. The national health records collection system of claim 27, wherein the central database comprises a queries central database.

34. The national health records collection system of claim 27, wherein identification information is filtered out of query results based on a user access level.
